As participants of the Housing Ready Communities Action Network, we always look for opportunities to support partners and work together to influence policy and increase housing to prevent and end homelessness throughout Santa Clara County.

The Sacred Heart Housing Action Committee (SHHAC) is kicking off a campaign to make certain that a new commercial development fee in San Jose is 1) approved, and 2) implemented in a way that creates the greatest number of new affordable homes for our neighbors who need them most.

To learn more about the proposed policy and to get involved, please join us at one of two SHHAC community meetings next week. Light refreshments and a good time will be provided.

This fall, San Jose is moving forward with a plan for a new fee paid by developers of new commercial buildings. This fee won’t solve our crisis but it’s a big step in the right direction and could provide urgently needed money to help San Jose build more truly affordable housing.

In a few weeks the city will start doing public outreach meetings and you can be there to support a fee that will make a difference.

Sound intimidating? That’s where we come in. We can tell you everything you need to know to support this fee and get more involved so city leaders follow through.

What is the need?

Our community needs affordable housing options for all families, but our cities do not have enough money to help build what we need.

What is a solution?

A new fee paid by developers of new commercial buildings could provide urgently needed money to help San Jose build more affordable housing. The fee is sometimes called a “commercial linkage fee”.

  • We know there is a housing crisis. A new commercial development fee can help fix it.
  • People who work in new commercial buildings also need a place to live.
  • Corporations building new offices can and should contribute their fair share.
  • Your tax dollars already help pay for affordable housing. Shouldn’t our new corporate neighbors help too?

Next Steps

  1. To approve this new fee, the City of San Jose first is legally required to prove that new commercial development has an impact on our community’s need for affordable housing.
  2. To prove this impact (or “linkage”), the City will hire a consultant to do research and figure out what kinds of housing needs would be caused by new commercial development.
  3. Before they do this study, they will hold public meetings to get feedback from the community on what this research study should be looking at, and what kinds of new housing such a new fee would help build. Currently scheduled for August 2019, these public meetings will be a good time for us advocate for (and build support for) the new fee.

Housing, Land Use, Environment, and Transportation (HLUET) Committee – Typically meets at 10am on the third Thursday each month. As a regular agenda item, the County Office of Supportive Housing presents its monthly system data report at these meetings.
