An independent evaluation by Abt Global found Santa Clara County is significantly ramping up production of the homes that meet our most pressing needs thanks to the Measure A Affordable Housing Bond approved by voters in 2016.
65 housing developments have been funded by this vital source so far, helping the County move 4X faster than its previous annual pace.
Key Takeaways from the Evaluation
The Measure A Affordable Housing Bond is…
- Prioritizing the Most Vulnerable: Bond-funded projects are serving a far higher share of extremely low-income residents than typical affordable housing – about 2X the rate of similar bond programs in Alameda and San Mateo Counties.
- Ending and Preventing Homelessness: The Bond prioritized development of deeply affordable housing paired with services, known as Permanent Supportive Housing, which is the most effective way to end experiences of chronic homelessness. Roughly 70% of Bond-funded projects include Permanent Supportive Housing.
- Filling a Real Funding Gap & Speeding Construction: The Bond provides dependable early funding, making projects viable, reducing competition for scarce resources, and helping developers secure full financing to break ground faster.
- Building a Stronger System: The Bond is bringing together developers, cities and local partners – strengthening the county’s affordable housing ecosystem and increasing its long-term capacity to deliver critical housing infrastructure.
The Abt Global evaluation represents progress as of December 2025. In the last year, the Measure A Housing Bond has continued to surpass goals, now on track to produce more than 6,800 affordable homes while helping to create a strong local housing development ecosystem. Nearly 10,000 people have already moved into these new homes with 63% of the developments complete.

Here’s why this matters:
Measure A Bond funds are fully committed and we need to support new funding opportunities to keep up the momentum. Working families, young people and seniors are all being priced out of Silicon Valley because of out of reach rent and incomes that can’t keep up. This Abt evaluation underscores the capacity we’ve built locally that needs continued investment to create the affordable housing infrastructure our community deserves.
Vote YES on Prop 1 This November
The Measure A Affordable Housing Bond is demonstrating that targeted public investment can deliver housing at scale for those who need it most. We’ll have an opportunity to build on this momentum this November with the Veterans and Affordable Housing Bond Act, now known as Prop 1.
Prop 1 fast-tracks construction statewide, funding more than 40,000 shovel-ready affordable homes, turning stalled projects into housing for lower-income families. Specific targets for homes at the deepest affordability levels and that pair supportive services will also help our community continue to end homelessness and support long-term stability. This measure will benefit veterans, low-income seniors, survivors of domestic violence, foster youth, working families, and people with disabilities.
Join us in voting YES on Prop 1 this November to continue working toward a future where everyone has a place to call home.
